Xinhua, the state news agency, reported Monday that Mr. Xi met with business executives in Guangzhou and talked about tax reform, support for exports, aid for small businesses and land use. “We need both a firm confidence in victory and a stronger sense of peril,” he said, and added that officials should carry out “deeper reform,” improve the mechanisms of the market economic system and strengthen the “rule of law.”
